Terrorism has once again shocked the world with horrific acts of violence that continue to this day with all the right ingredients present suggesting a further escalation in global violence. Terrorism has adapted to change and evolved drastically. Staying current with today’s threats is critical. As would-be terrorists accelerate their plans, we too must evolve and work ever more closely with our global partners, not only through the Five Eyes alliance but also more widely as it impacts elements within our communities.
We are delighted to bring together counter terrorism experts from across the world to discuss how we can work most effectively together to keep our communities safe from terrorism. We will have representation from our Five Eyes partner nations and beyond. The conference will present a unique opportunity to discuss subjects as diverse as terrorism-related transnational challenges & its impact on our nations. Case studies of a unique terrorist attack in London (UK), New Orleans New Year's Eve terror attack, an attack on police officers in Munich (Germany), terrorism preparedness model of the United Kingdom, the insider threat, artificial intelligence-enabled threats, our emerging threat environment including safeguarding in Counter Terrorism, threats from drones, terrorism indicators, intelligence to enforcement, a view from within investigative journalism and of significant importance to consider the victim’s perspective are some of the topics that will be discussed.
This year’s conference brings together hundreds of key police, intelligence, military and public safety professionals to discuss as counterterrorism practitioners ways we can improve our systems and processes, expand our technological capabilities and collaborate more closely with our partners to counter the ongoing and very real threat to our communities especially from terrorist & extremist groups. In addition, the conference will provide delegates with an immeasurable opportunity to network with global professionals.
Whether you are making high-level policy decisions, managing teams, working in units or directly in the community, your perspective and participation are vital to the conversations shaping safer environments. Everyone has a role to play in public safety!

The mission of the NRP-OPP Anti-Terrorism Conference is to foster global collaboration, innovation, and knowledge-sharing among governments, security agencies, academics, and civil society to effectively prevent, detect, and respond to terrorism in all its forms. Through open dialogue, strategic partnerships, and evidence-based practices, the conference aims to strengthen international resilience, promote human rights and the rule of law, and build a safer, more secure world for all.
We must have the courage to continue—the courage to persevere and prevail beyond measure. In December of 2025, we intend to demonstrate the importance of this philosophy as we host hundreds of delegates and the world’s leading counterterrorism professionals in Niagara Falls, Canada.

Insider Turned - Counterintelligence Lessons from a Soldier’s Recruitment by a Foreign Government:
This session examines a real-world case in which a serving soldier was successfully recruited by a hostile foreign government. Through a counterintelligence lens, the presentation will explore how vulnerabilities were identified and exploited, the methods used to cultivate and control the asset and the operational risks created within the organizational environment. Delegates will gain insights into recognizing early warning indicators, strengthening insider threat detection, and applying lessons learned to protect institutions against foreign actor interference.
Mr. Douglas London:
A retired, decorated, 34-year veteran of the Central Intelligence Agency's Clandestine Service will provide unique insights into the intersection of intelligence and law enforcement including the dynamics of recruiting penetrations of terrorist and extremist groups.
Mr. Alex Townsend-Drake:
This session provides an insightful presentation on the United Kingdom’s approach to terrorism preparedness and the growing risks from drone technology. Discover how evolving threats are reshaping National Security strategies.

A panel of experts will present a series of terrorism-related case studies, sharing the challenges faced during investigations and the key lessons learned. The sessions will offer real-world insights into counter terrorism operations and evolving investigative strategies.
Mr. Matt Shear:
Matt Shear is an Intelligence Research Specialist with the NYPD Intelligence & Counterterrorism Bureau (ICB), where he conducts investigative and strategic analysis focusing on both terrorist and nation-state threats, as well as other criminal activity. Matt is also responsible for the ICB's artificial intelligence (AI) portfolio, examining AI-enabled public safety threats and seeking opportunities to leverage AI and other technology in support of the ICB’s mission.

I just wanted to let you know that I really enjoyed the NRP Conference. The speaker line up was a well balanced mix of theoretical and practical. However, the stories of being held hostage by AQ and surviving the Manchester bomber were an emotional roller coaster ride but a poignant reminder of why we do what we do.
